Undeniable Friday: Noisy Neighbors

It's Undeniable Friday! Every Friday, in addition to an odd little factoid, UndeniableFacts.com gives you a fun puzzle, illusion, or activity to enjoy and share.
Today: Noisy Neighbors
This is a pretty cool illusion that has been plaguing scientists ever since it was discovered in 1953. Its proper name is "4D Quadraphonic Optical Noise", but I think that "Noisy Neighbors" is a bit catchier, don't you? Here's all you have to do: stare at the image, and be amazed.

It's an animated gif.
You are correct. But I never said that it was not an animated gif. The effect requires "4D noise". In order to make something 4-dimensional (4D) you have to use animation.
So stare at the image a little longer. I'm sure you'll see the effect.
What's supposed to happen? I'm not getting anything...
The forth dimension is time right? Your great. You make people do so much un-nessesary research!
